Compliance for Menorca holiday rentals
Menorca is a UNESCO Biosphere Reserve with some of the most sensitive environmental protections in Spain. The island's status as a protected natural environment shapes its tourist accommodation rules — new tourist licences are restricted across large parts of Menorca, and existing licensed properties must demonstrate ongoing compliance with national and regional obligations to retain operating rights.
The national SES Hospedajes requirement (Royal Decree 933/2021, in force from December 2024) applies to all holiday rentals in Menorca without exception. Every guest over 14 must have their ID data submitted to SES Hospedajes within 24 hours of arrival. The Balearic Islands inspectorate has been active across Menorca — including in Ciutadella, Maó, and the south coast coves — conducting checks on licensed operators.
Like the rest of the Balearic Islands, Menorca is subject to mainland Spain's tax system rather than the Canary Islands' IGIC. IRPF applies to rental income, and the Balearic tourist tax (Ecotaxa) must be collected from guests and declared quarterly. IVA at 10% may apply where hotel-like services are provided.
Legal requirements for Menorca rental owners
ETV or AT Licence
A valid Estança Turística en Habitatge (detached house) or Apartament Turístic (apartment) licence is required before advertising a property as tourist accommodation. New licences are restricted across most of Menorca, particularly in environmentally protected zones.
NRA Registration
From January 2025, all Spanish holiday rentals must display a national Número de Registro de Alquiler on all listing platforms. Applied for via Spain's VUDA digital system and required in addition to the regional ETV or AT number.
SES Hospedajes Guest Registration
Under Royal Decree 933/2021, ID data for every guest over 14 must be submitted within 24 hours of arrival. Fines of €600 to €30,000 apply for each non-compliant stay.
Balearic Tourist Tax (Ecotaxa)
The Ecotaxa applies to overnight stays in tourist accommodation across the Balearic Islands including Menorca. The per-night per-person rate varies by property category and is collected by the owner at check-in and declared to the Agència de Turisme de les Illes Balears.

Does the SES Hospedajes rule apply during the low season?

What is the Ecotaxa and do I have to collect it from guests?
The Ecotaxa (Impost sobre estades turístiques a les Illes Balears) is a Balearic Islands tourist tax charged per person per night. Rates range from €0.25 to €4 depending on the property type and season. As the property owner or operator, you are responsible for collecting it from guests and filing quarterly declarations.
