Compliance for Costa Blanca holiday rentals
The Costa Blanca — stretching from Dénia and Benidorm in the north to Torrevieja and Alicante in the south — falls under the Comunitat Valenciana's tourism legislation. Holiday rental owners must register with the Generalitat Valenciana's tourism registry and comply with national requirements, including SES Hospedajes and the NRA. Enforcement activity in the region has increased significantly since 2024.
The national SES Hospedajes requirement (Royal Decree 933/2021, in force from December 2024) applies equally across the Costa Blanca. Every guest over 14 must have their ID data submitted within 24 hours of arrival, regardless of how short the stay is or which platform was used for the booking. The responsibility sits with you as the property owner or operator.
The Comunitat Valenciana has its own tourist dwelling registration system, separate from the national NRA. Both numbers must be displayed on listing platforms from 2025. Operating without valid registrations risks fines, platform removal, and orders to cease trading as tourist accommodation.
Legal requirements for Costa Blanca rental owners
Tourist Dwelling Registration
Properties in the Comunitat Valenciana must be registered as tourist accommodation with the regional tourism registry (Registro de Empresas, Establecimientos y Profesiones Turísticas de la Comunitat Valenciana). The registration number must appear on all listings.
NRA Registration
From January 2025, all Spanish holiday rentals must also display a Número de Registro de Alquiler (NRA) from the national VUDA system. This is required in addition to the regional registration number.
SES Hospedajes Guest Registration
Under Royal Decree 933/2021, ID data for every guest over 14 must be submitted to SES Hospedajes within 24 hours of arrival. Fines range from €600 to €30,000 per breach.
Income Tax / IVA
The Comunitat Valenciana is subject to standard mainland Spanish tax rules. Tourist rental income is subject to IRPF. IVA at 10% may apply if hotel-like services are provided.
